A new Article 4 Direction comes into force in Croydon Borough starting from 8th January 2020. That means that if landlords want to convert a house into a small HMO (up to 6 people) he will require planning permission for that.

That can mean that all types of newly created HMOs in Croydon must have the grant of planning permission. Therefore, the Council can consider a whole range of matters when determining planning applications.
