Since October 2018, licensed HMOs in England must meet mandatory bedroom sizes. Only floor area where the ceiling height exceeds 1.5m counts. Rooms under 4.64 sqm cannot be used as bedrooms and must be reported to your council.

Stricter council rules

Many councils impose higher minimums. London boroughs often require 8–10 sqm for singles. Always check your local authority's licensing conditions before converting or letting rooms.
