How max occupancy is calculated

UK HMO licensing uses mandatory room size standards. Each bedroom's floor area (where ceiling > 1.5m) determines how many people it can legally house. Rooms below 4.64 sqm cannot be used as bedrooms.

Single6.51 sqm1 adult

Child (under 10)4.64 sqm1 child

Licence conditions

Your HMO licence will specify the maximum number of occupants. Exceeding it is a criminal offence and can result in unlimited fines. Councils may impose stricter limits than the national minimums.

Scotland and Wales

Scotland and Wales have their own HMO room size and occupancy standards. Check your local licensing authority.
