UK HMO licensing uses mandatory room size standards. Each bedroom's floor area (where ceiling > 1.5m) determines how many people it can legally house. Rooms below 4.64 sqm cannot be used as bedrooms.

Your HMO licence will specify the maximum number of occupants. Exceeding it is a criminal offence and can result in unlimited fines. Councils may impose stricter limits than the national minimums.
