Bristol publishes separate PDFs for each area and an interactive map of the new directions.
Not every Bristol Article 4 is an HMO rule
The same Bristol page lists directions about demolishing walls, hardstandings and other works that are unrelated to HMO use classes. When underwriting an HMO, filter for the C3 to C4 entries and the 2027 expansion pack rather than treating every Article 4 polygon as a shared-house control. The council’s issue details and archived consultation pages record the decision trail for the new directions. Background: Article 4 direction.
Licensing already runs city-wide for small HMOs
Bristol’s additional licensing for three-to-four person HMOs is a Housing Act layer that already covers more of the city than the historic Article 4 map. Planning and licensing can both apply. Sale routes: Sell an HMO in Bristol · HMOs for sale in Bristol.
England note
English local planning authorities use Article 4 directions to remove Class L permitted development for C3 to C4 changes in mapped areas. Scotland and Northern Ireland use different HMO statutes without this tool, and Wales already requires planning permission for house to small-HMO change. Bristol expands mapped HMO Article 4 coverage rather than flipping a single city-wide switch.
