HMO business plan
An HMO business plan is a written model of how a shared house will be acquired or converted, licensed, let, funded and exited. Lenders, partners and serious buyers ask for one; seminar one-pagers rarely survive underwriting. This page lists what to include — AgentHMO will not write your plan or promise returns. AgentHMO does not give investment advice and this page is general information only.
What the plan is for
Use it to stress-test assumptions before you spend on works or exchange contracts. A plan is also a communication tool for brokers, accountants and joint-venture partners. It is not a marketing brochure for room rents you have never achieved.
Core sections that usually belong
- Property and location thesis — demand drivers you can evidence, not slogans.
- Works and compliance — fire, amenities, licensing path, planning/Article 4 checks.
- Income model — room rents labelled bills-inclusive or not, void allowance, deposit mechanics.
- Operating costs — management, certificates, insurance, utilities if bundled, maintenance reserve.
- Funding — purchase, works, cash buffer (product choice is broker territory;
- Risk register — licence delay, planning refusal, rate shock, tenant turnover.
- Exit — hold, refinance, or sell as going concern / vacant.

Numbers without invented benchmarks
Do not paste a national “HMO yield” as fact. Build from local achieved rents and your cost stack. Sense-check value with a valuation enquiry and read gross vs net language carefully. AgentHMO tools are arithmetic aids only.
Licensing and planning as plan gates
If the licence threshold guide says you need a licence, put fee, works and timeline in the Gantt before you book contractors. Planning consent for larger or Article 4 stock can dominate the critical path — the plan should show a “no consent” branch, not only the sunny case.
Management model
Self-manage vs agent changes net yield and your time. Describe referencing, deposits, inspections and out-of-hours cover. Marketplace context: HMO overview on AgentHMO.
Renters’ Rights Act note (as of 28 Oct 2026)
Phase 1 took effect on 1 May 2026. Possession assumptions from older templates are stale. Flag legal review of occupation agreements in the risk register. PRS Database regional rollout is announced from 15 Dec 2026 and not yet live as of 28 Oct 2026.
What good plans refuse to claim
- Guaranteed occupancy
- Guaranteed refinance at a named LTV
- Tax outcomes without an accountant
- “Leading city” rankings without your own evidence
Exit chapter
Explain who buys this asset (investors vs owner-occupiers after de-conversion) and what pack you would hand them. Going-concern sales need clean rent and licence files.
Sensitivity cases worth writing down
Run at least three income cases: base rents you can evidence, a downside with two extra void weeks and one room empty a quarter, and an upside you will not show lenders as the base case. Change only one variable at a time so you know what breaks first — rent, rates, or works overruns.
Governance for multi-investor deals
If friends or a JV partner fund the deposit, document decision rights, cash calls, and exit votes before exchange. Handshake HMOs become litigation when a licence is refused. The business plan should attach a one-page governance summary your solicitor can turn into agreements.
Data room hygiene
Store planning docs, licence PDFs, quotes, and rent comps in a dated folder structure. When a broker asks for “the pack,” you should send it the same day. Plans that live only in WhatsApp threads fail underwriting.
Annual refresh
Update the plan after each licence renewal, refinance, or material rent change. A 2024 plan with pre–Renters’ Rights Act possession assumptions is a liability in late 2026.
Works contingency
HMO fire and amenity works overrun. Hold a contingency line (percentage is yours to choose with advisers) and list what gets cut first if costs spike — cosmetic finishes before detection, never the reverse. Plans that spend the entire budget on en-suite tiling and leave fire doors as “phase two” fail licensing.
Personal time cost
Cost your hours at a realistic rate even if you self-manage. If the plan only works at zero labour value, it does not work. That honesty keeps R2R, agent-managed, and self-managed options comparable.
Lending narrative versus marketing narrative
The plan you show a broker should stress downside cases and compliance gates. The plan you show a JV partner can include strategic upside — but never swap the two packs. Mixing seminar optimism into a credit file wastes months. Attach only evidenced rent comps and dated quotes for works.
Frequently asked questions
Do I need a business plan to get a licence
