Bristol HMO amenity standards

Bristol splits HMO licensing standards into a room-size and amenity document and a fire safety standards document. Licence holders must meet both alongside the property licence conditions.

Two standards PDFs plus licence conditions

Bristol’s licences standards and conditions page tells licence holders to comply with property licence conditions and with fire safety, room size and amenity standards for the property. HMO licensing standards are published as two PDFs: room size and amenity standards for licensable HMOs, and fire safety standards for licensable HMOs. Those downloads are the primary local text beside the licence itself.

Room size and amenity document

The room-size and amenity standard PDF is the document Bristol expects applicants to design to for bedrooms, kitchens and washing facilities in licensable HMOs. It sits on top of England’s prescribed bedroom floors rather than replacing them. Inspectors use it when deciding whether a stated occupancy is suitable before granting or varying a licence.

Fire safety standards document

Bristol’s separate fire safety standards PDF for licensable HMOs covers detection, doors and escape expectations for licensed stock. Fire and amenity are assessed together; a house can clear bedroom floors and still fail on fire layout. Keep both PDFs with the measured plans when underwriting a purchase.

Additional licensing widens who must meet them

Bristol’s additional licensing for smaller HMOs means the amenity and fire PDFs are not limited to five-person mandatory houses. Three- and four-person licensed HMOs are measured against the same local standards pack. Sale route: Sell an HMO in Bristol.

England note

Bristol’s two-PDF model separates amenity from fire while still resting on England’s licensing regulations. Other councils merge those topics into one amenities guide. Overview: HMO standards.
