Coventry HMO amenity standards

Coventry publishes a dedicated Amenities and Facilities Guide for HMOs covering bedroom floors, shared kitchens and bathroom ratios. Licence schedules then lock occupancy to those measured spaces.

Amenities and Facilities Guide

Coventry’s room-size and amenity provision standards document sets out what the council considers appropriate for licensed HMOs. It covers heating, insulation, kitchen facilities, washing facilities and toilets, with the number of amenities scaled to the type and size of the house. Landlords are expected to meet or exceed those minima when applying for or holding a licence.

Bedroom floors with and without living space

The guide restates the national floors of 6.51 m² for one person over ten and 10.22 m² for two people over ten. Where there is no appropriately sized separate living space, Coventry’s shared-kitchen table lifts the practical bedroom minima (for example 10 m² for one person and 15 m² for two). Ceiling height under 1.5 m is excluded from the measured floor, matching the national approach.

Bathroom and kitchen sharing ratios

For shared washing facilities Coventry follows the familiar national pattern: at least one bathroom for four or fewer sharers, and for five or more sharers one bathroom per five people plus a separate toilet with wash hand basin for every five. Shared kitchens must be suitably located, equipped and sized for the number of residents using them. Those ratios often drive works quotes more than the bedroom floors alone.

Licence schedules and city-wide additional licensing

Coventry’s standard licence condition schedules repeat occupancy rules tied to bedroom floors and living-space definitions from the Amenities Guide. Additional licensing now runs city-wide for HMOs outside mandatory licensing, so amenity compliance is not limited to five-person houses. Sale route: Sell an HMO in Coventry.

England note

Coventry’s guide is a full local amenity manual built on the England licensing regulations, including the 2018 bedroom floors and 2006 amenity regulations. Scotland, Wales and Northern Ireland use different HMO frameworks. Overview: HMO standards.

Frequently asked questions

Where does Coventry publish amenity standards?

In its Room size and amenity provision standards download, titled as an Amenities and Facilities Guide for HMOs.

Do bedroom floors change without a living room?

Yes. Without appropriately sized separate living space, Coventry’s shared-kitchen guidance uses higher bedroom minima than the basic 6.51 m² / 10.22 m² pair.

What bathroom ratio applies at five sharers?

At least one bathroom with a bath or shower per five sharing occupiers, plus a separate toilet with wash hand basin for every five sharing occupiers.

Is amenity compliance only for mandatory licences?

No. Coventry’s additional licensing designation also brings smaller HMOs into licensing, so amenity standards matter across that wider stock.

What should a Coventry sale pack include?

Measured rooms, the Amenities Guide extract used at licensing, and the current licence schedules.
