Oxford HMO amenity standards

Oxford requires licensed HMOs to meet its Landlord’s Guide to Amenities and Facilities. The 2019 guide remains the council’s published standard while a 2026 refresh is planned.

Minimum standards page and the amenities guide

Oxford’s minimum standards page explains that before granting an HMO licence the council must be satisfied the house meets prescribed Housing Act standards. It points landlords to the Guide to amenities and facilities for HMOs for room sizes, kitchens, bathroom and toilet facilities, fire precautions and waste management. Standard licence conditions sit beside that guide.

What the 2019 guide covers

The Landlord’s Guide to Amenities and Facilities for Houses in Multiple Occupation 2019 sets shared-amenity standards, section 257 converted-flat standards, space heating and recycling. Space standards, personal washing facilities, bathroom sharing ratios, shared kitchens and bedsit kitchens each have their own section. Fire safety and management appendices complete the pack landlords are inspected against.

Still current, with a 2026 update flagged

Oxford’s additional licensing pages state there is no change to amenity and facility requirements and that the amenity guide remains the same after the 2018 revision that added national bedroom floors. The council plans to update the Amenity and Facility Guide in 2026 for the new additional licence scheme and electrical-safety and energy-efficiency regulation changes. Until that refresh lands, the published 2019 guide is the document officers cite.

National washing-facility ratios inside the guide

The guide reproduces the 2006 England regulations: four or fewer sharers need at least one bathroom with bath or shower and a toilet; five or more need a bathroom per five sharers and a separate toilet with wash hand basin per five. Those ratios are national law restated in Oxford’s local manual. Sale pack: Sell an HMO in Oxford.

England note

Oxford’s long-form amenities guide is one of the more complete English local manuals, layered on SI 2006/373 and the 2018 bedroom floors. Devolved nations use different HMO licensing statutes. Overview: HMO standards.
