Article 4 HMO rules in Lambeth

Lambeth’s HMO Article 4 is narrow: it withdraws Class L(b) permitted development in Streatham Common and Vale and Streatham St Leonards only. It came into force on 11 August 2025 after confirmation on 24 July 2025.

Two Streatham wards, not the whole borough

Without an Article 4, Class L(b) permitted development can allow a change from self-contained residential to a small HMO without a planning application. On 7 August 2024 Lambeth made a non-immediate Article 4 withdrawing that right in Streatham Common & Vale and Streatham St Leonard’s. On 24 July 2025 the council confirmed the direction, and it came into force on 11 August 2025.

Documents Lambeth publishes

The landing page links the Class L(b) Article 4 Direction, an accessible version, maps of the areas covered, the notice of making, and the notice of confirmation. Those maps decide whether a Brixton, Clapham or Streatham address is inside the planning control. Outside the two wards, this particular Class L(b) withdrawal does not apply.

Licensing is the wider Lambeth layer

Borough-wide additional HMO licensing is a different tool from this Streatham-only Article 4. A house outside Streatham can still need a licence while remaining outside this direction. Collapse the two maps into one Lambeth risk line and you will mis-price addresses. Sales: Sell an HMO in Lambeth · listings: HMOs for sale in Lambeth.

How buyers should read Streatham stock

For addresses in the two wards, ask whether the C4 use began before 11 August 2025 with lawful evidence, or whether a planning permission exists after that date. For addresses elsewhere in Lambeth, this Article 4 is not the planning trigger — though seven-person sui generis rules and other constraints may still apply. Background reading: Article 4 direction.

England note

English local planning authorities use Article 4 directions to remove Class L permitted development for C3 to C4 changes in mapped areas. Scotland and Northern Ireland use different HMO statutes without this tool, and Wales already requires planning permission for house to small-HMO change. Lambeth’s ward-targeted model makes the official maps more important than the borough name alone.
