HMO valuation in Bristol
Bristol HMO underwriting now has to price the new Article 4 directions that take effect on 1 January 2027 in named parts of the city. Soft AgentHMO figures should separate today’s rules from that future gate.
Building a Bristol cashflow today
Student and professional demand across BS2 to BS7 still supports rents, but capital value will fork by address once the new directions bite. Collect the rent roll and licence first, then map whether the house sits inside Brislington, Frome Vale, Purdown, Southmead and Horfield, St George, or Westbury Park polygons. Houses outside those areas keep a different planning path for small C4 uses until any further directions appear.
Article 4 directions from 1 January 2027
Bristol has confirmed new Article 4 directions for parts of Brislington, Frome Vale, Purdown, Southmead and Horfield, St George, and Westbury Park. From 1 January 2027, planning permission will be needed for a change of use from a C3 dwellinghouse to a small C4 HMO in those areas. A valuation written in 2026 should show both the current position and the 2027 switch rather than blending them.

Licensing standards in the discount
Bristol publishes separate room-size and amenity standards alongside fire standards for licensed stock. Licence conditions require compliance with those documents, so unfinished kitchen or fire works become cash deductions on sale. Standards page: Bristol HMO amenity standards.
Method across the 2027 line
Investment capitalisation still fits occupied licensed stock outside the new polygons. Inside the confirmed areas, stress-test liquidity for post-2027 exits and keep a vacant-possession fallback if planning looks thin. Method guide: valuation methods.
